Limit is not a true offer. It allows one to stop the sale of more than a specified number of items of a particular type. For example, in the UK, there is a limit on the number of packs of paracetamol based products that can be sold to one customer. It could also be used if one desires to limit the sale of some special offer to no more than some low number.
